Background – About ALT HAN Co:
The Alternative HAN Company (Alt HAN Co) is a not-for-profit company jointly owned by Energy Suppliers. We were established in 2016 for the sole purpose of finding an industry-wide solution for smart metering in hard-to-reach houses, apartment blocks and commercial premises. Specifically, where the broadcast signal from a smart meter communications hub is not strong enough to reach the gas meter or smart devices in the home. This problem affects around 2.5% of premises – and if not addressed could leave behind around a million customers in the transition to a smarter, low-carbon energy sector.
How Alt HAN is regulated
Alt HAN Co operates in a complex regulatory and stakeholder environment. We were formed to enable energy suppliers that ordinarily compete against each other to work together for the specific purpose of finding a common solution to smart meter blackspots. To reflect this our budget setting, cost recovery and internal governance processes are all regulated through a document called the Smart Energy Code (SEC), and we engage closely with the Department for Energy Security and Net Zero (DESNZ and the Office of Gas & Electricity Markets (Ofgem). We also have a key role in managing and coordinating the involvement of energy suppliers, whose involvement in Alt HAN is also subject to regulation.
Additionally, as an organisation we are subject to all standard regulatory and legal obligations relevant to a business operation such as ours. For example, data protection, occupational health & safety, product safety, employment law and corporate governance and reporting.
The Role:
Alt HAN is seeking a Quantity Surveyor with experience in cost estimation to work on an exciting new project to establish an innovative service that enables smart metering installations in multi occupancy buildings where existing metering equipment cannot be upgraded due to spatial constraints. (‘Crowded Meter Rooms’). The project has completed a pilot phase and recently its mobilisation phase, now moving into an enduring service.
You will provide quantity surveying support to the Operations Coordinator to ensure the Meter Equipment Managers (MEM) deliver the Alt HAN Service in line with their contractual requirements. This will include auditing of submitted quotes for individual cases and validating costs against the agreed design.
Job Description:
Site Evaluation and Assessment: Conduct thorough evaluations of Crowded Meter Room cost proposals. Ensure that the costs being proposed by the MEM are suitable and proportionate in line with the approved design. This will mainly be a desktop exercise, however there may be a requirement to attend site from time to time.Design Optimization: Work closely with the Design Manager to ensure the design offers the most efficient layout that maximizes the available space and streamlines equipment placement. Provide input on design modifications based on your expertise in spatial planning.Procurement Management: Assist in the procurement process by validating material schedules, evaluating quotes from 3rd party suppliers, and ensuring the most appropriate selection of cost-effective and quality materials is being used.Budget Control: Monitor project expenditures against established budgets, identifying potential cost overruns or savings opportunities. Take proactive measures to manage costs while maintaining project quality and integrity.Contract Management: Be fully conversant with MEM contracts and be able to offer advice and support to the wider team on any points of contract arising. Monitor MEM performance and hold them to account against their contractual deliverables.Risk Management: Identify potential risks associated with project cost and propose mitigation strategies to ensure successful outcomes. Ensure compliance with relevant codes, standards, and safety protocols.Documentation and Reporting: Maintain accurate and up-to-date project documentation, including progress reports, cost tracking, change orders, and relevant correspondence. Prepare regular status reports for project stakeholders.Collaboration and Communication: Foster effective communication and collaboration among project team members, contractors, regulatory authorities, and Energy Suppliers to ensure smooth project execution and timely issue resolution.Continuous Improvement: Stay updated on industry trends, technological advancements, and best practices related to meter room design and utility infrastructure. Identify opportunities for process improvement and contribute to the development of standardized procedures.Embracing Agility: Adaptability and innovative thinking are essential as the crowded meter room team navigates through major shifts within the industry and throughout Alt HAN Co.Conflicting priorities: Able to relax your strong sense of cost efficiency where the experience for the customer is put at risk.
Professional Experience, Qualifications, Knowledge and Skills:
Previous experience in a similar role within the metering industry, electric meter rooms, or LV cable management systems – is essential. Bachelor’s degree in Quantity Surveying, Construction Management, or a related field. Master’s degree preferred.Proven experience as a Quantity Surveyor, preferably with exposure to utility infrastructure and spatial planning projects.Proficiency in cost estimation, budget management, and project scheduling software.Strong analytical skills and attention to detail.Excellent communication and interpersonal skills for effective collaboration with cross-functional teams, external stakeholders and sub-contractors. Familiarity with relevant codes, regulations, and safety standards.Ability to adapt to changing project requirements and manage multiple tasks simultaneously.Professional certification (RICS, AIQS, or equivalent) is a plus.Experience with AutoCAD or other design software is also advantageous.
